Case studies are drawn from World War I, World War II, the Cold War, events leading up to the attacks on the World Trade Center and the Pentagon, and the present-day global war on terrorism. The basic elements of deception theory are presented. Students will come to respect deception as a force multiplier at the strategic, the operational, and tactical levels. As perceptual errors needed for a deception to succeed are examined, so too will students begin to understand how to develop defenses against deception.

This is a focused study of the Defense of Defense?s intelligence resources within the United States Intelligence Community. Emphasis is placed on the management of Defense intelligence budgets in fulfilling the legal mandates of elements in the intelligence community as well as recent and proposed changes in the management of Defense intelligence assets. The course examines the role of defense intelligence in the structure and formulation of national security policy; and how the organization, resource management and oversight of the national foreign intelligence community (NFIC) affect the policy process. The course highlights the unique contribution intelligence makes to the national security policy planning process and the role of the intelligence professional in this process, now and in the future. Given impending changes to the Defense intelligence establishment, the course will also assess the impact upon the Intelligence Community of the new Under Secretary for Intelligence position and the three proposed Deputy Assistant Secretary positions -- especially as they relate to DIA?s mission and reporting chain, as well as any realignment required to the mission of the Assistant Secretary for Command, Control, Communication, and Intelligence.
