This course is a study of the approaches taken by the United States to mobilize its society in the industrial age. For many years the Defense Department Dictionary defined mobilization in terms of mustering the reserves. For most mobilization pundits, however, mobilization refers to expanding government control over industry in order to produce abundant tools of war. In 1920, the Congress created entities within the War Department emphasizing that aspect of mobilization. There is more to mobilization, however, than calling the reserve components to active duty and ensuring the giants of capitalism produce those things the Army, Navy, Marines, and Air Force need. This course will expand the notion of mobilization to include all aspects of the society. There are those who believe mobilization planning is irrelevant in the information age. Say mobilization to such people, and the image that comes to mind is the Willow Run B-24 factory. Those who understand war, however, note that there were many shortages experienced during the Gulf War in 1990/1991, and at that point his country was prepared to fight the Soviet Union, not a sixth rate thuggery. True analysts know shortages in the information age will bite as severely as they did in the industrial age. We will learn from the 20th century to provide for the 21st.
