Since the beginning of the Space Age, U.S. Civil Space Policy has been a cornerstone in determining space organizational structures, mission objectives, and resource distribution. From the launch of Explorer 1 through the Apollo Program Moon landings and continuing on to the Space Shuttle and International Space Station operations, the U.S. Government has been heavily involved in establishing space exploration and exploitation. A study of the various players in the space community, the various government interfaces, and an emphasis on budget development is important to study the roles that policy has played in our nation?s space program. Individuals who plan to work in a governmental space agency, either in NASA or DoD, and those who wish to seek employment with a commercial space company must take this course to understand governmental interfaces with the space program. |

The purpose of this course is to develop the student?s understanding of the growing role of space in national military strategy, particularly for the U.S., as it progresses into the 21st century. The course begins with an overview of the political history of space exploration, followed by an examination of how space fits into the overall picture of military operations. The course then moves into the more speculative arena, looking at how space is evolving into a separate sphere of military operations, and how future conflicts might well have their first decisive engagements in earth orbital space, if not beyond. Students will be making extensive use of the Internet websites that are dedicated to reporting the latest developments and trends in space warfare. The climax of the course is the space wargame exercise, in which the students will be grouped into various national actors and organizations. |

As the 21st Century unfolds and as Afghanistan has demonstrated, special operations forces are often advertised as being at the cutting edge of U.S. strategic engagement in the post-Cold War security environment. Yet little serious work has been done to explore the "theory" of special operations. Nor has much work been done to critically examine the utility of special operations in national strategy. Thus, this course seeks to explore the distinct advantages and limitations of special operations as an instrument of national policy by examining the insights offered by various authorities in the field. |

The History of Special Operations: Naval/Shore, LC541, examines the critical importance of special operations in the 20th and 21st Centuries. The course will introduce many of the myriad aspects of special operations in both peace and war with an understandable emphasis on sea power in nation-state conflict. The overall objective of LC541 is to develop a basic knowledge of special operations and the uses of special operations that lead the student to personally develop the intellectual foundation necessary to begin and/or continue the process of becoming a professional in the art of special operations: naval/shore. As special operations is a highly dynamic and changing concept, the student will learn from history the context in which nation-states use it. LC541 examines the historical development of special operations from the first use in World War II through its role in Korea, Vietnam, and other conflicts. The student will read, analyze, and synthesize an extensive history of special operations by historians and complete a major writing assignment. |
