This course is based on the premise that there is a complex, ongoing interaction between law and administration in the United States and that administrative law problems are not only legal but also administrative and political. Within the 21st century there is new recognition of the increasingly significant role of the law within public policy and the implications of deregulation, decentralization, downsizing, and reengineering. The dynamic effect of globalization is emphasized. Attacks on rules and administrative law processes over the last two decades have made this a difficult time for public managers and have resulted in a variety of new state and executive orders. This course explains the sources, operation, and consequences of such changes. A case regarding the Valuejet crash in the Florida Everglades exemplifies the love-hate relationship with regulation that characterizes contemporary politics and the law. |

This course exposes students to significant components of the Middle East?s national security landscape, which is undergoing profound changes at the dawn of the 21st century. These changes have great significance for the United States, a major player in the Middle East. Some changes encompass new regional alliances, the succession from older to younger generations of national security elites that is likely to result in either a transition from conflict to peace or the perpetuation of conflict and instability, including military buildups with weapons of mass destruction. An appreciation and understanding of the differing perceptions of various Middle East actors concerning issues of national security, as well as U.S. concerns, is part of the preparation necessary for a strategic intelligence analyst. |
